The Guardian of Oora is, as the name implies, the Guardian of the Town of Oora. He first appears in Power Master 1: A Strange Journey.

In Power Master 1: A Strange Journey, the Guardian of Oora says his Gem disappeared the previous night, and when he awoke, the town was flooded.

With him in his house is a old woman with an unknown relation to the Guardian of Oora, who was told to protect the Town of Oora after the Guardian of Oora disappeared at the end of the game.

The Guardian of Oora returns in Power Master: A Strange Journey MV. He is an optimistic person who kept his Oora Gem with him. However, he is using it to counteract the magic that is making Oora Ocean expand, so he will only give the Gem to the player after Skipper is defeated and the ocean returns to normal.
